juvenile-transport-hsa-150x21 At least by January 2014 the Obama administration knew that a large number of Unaccompanied Alien Children (UACs) were headed our way. Its prediction was 65,000 and we now know it is bigger.

UAC wave predicted: DHS solicits transport service January 2014

The UAC wave was being planned for in a Request for Information (RFI) issued by the Dept. of Homeland Security Office of Customs and Immigration Enforcement. Directly from the heading of the request:

Escort Services for Unaccompanied Alien Children

Solicitation Number: BERKS-RFI
Agency: Department of Homeland Security
Office: Immigration & Customs Enforcement
Location: ICE-OAQ-DM

which can still be found on the web(Dept. of Homeland Security, 2014)

It is clear that the UAC wave was anticipated. There is an excellent video article on YouTube discussing this topic. (Still, 2014) To be fair, the DHS solicitation is one for information as opposed to a proposal, but how did they derive an estimate of 65,000 children? The information requested is based on an extremely detailed set of delivery parameters. Here is the actual  Juvenile Transport RFI by Homeland Security 1-29-2014 (Dept. of Homeland Security, 2014, Word document converted to PDF, retrieved August 6, 2014).

On Facebook I recently wondered (as have many others), just how this volume of children could make the trek from central America to the U.S. Maybe now we know.

Caring for the UAC Wave of children is appropriate but expensive

Let me be clear. Once they get here they have to be cared for and the RFI appears to genuinely address that point. But the counterpoint of it all is that we won’t be able to afford to properly care for them and all of the hue and cry for the “poor little children” by well-intended folks — which we Americans tend to be — will be for naught and at huge expense to us all. There is a sobering article about the expense which is a credibly sourced, highly detailed report. (Theconservativetreehouse blog, 2014, 20JUL2014)

We have to secure the border to stem the flow, care for the children already here, and then enforce our immigration laws.
